Are prediction markets legal in Arizona?
Yes, as of the time of this writing. However, there is ongoing litigation confronting that legality, and Arizona officials have been among the most aggressive in the United States in trying to limit prediction market trading.
A preliminary injunction currently restricts Arizona enforcement against covered prediction-market activity. On September 4, Arizona asked the Ninth Circuit to vacate that injunction as to sports-event contracts and remand election-contract issues for further proceedings. The court has not ruled on the request.
Arizona has been especially aggressive because Mayes was the first and so far only AG to file criminal charges against an exchange operator. Actions that other AGs have taken have only involved civil lawsuits.
Additionally, the ADOG was the first and so far only state gambling regulatory body to make good on a threat to revoke a license of a company that holds a daily fantasy sports (DFS) or sports wagering license for also offering prediction markets. The ADOG moved to revoke Underdog’s DFS license in December 2025 on those grounds.
Arizona’s particularly aggressive actions are also evidenced by the ADOG’s cease and desist orders sent to Kalshi and Polymarket, which claimed that the operators are violating state law by offering event contracts tied to politics and sports. In many other states, similar orders have focused only on sports event contracts.
It’s important for Arizona prediction market users to watch for developments related to Mayes’ appeal at the Ninth Circuit in USA v. Arizona. If the Ninth Circuit overturns the injunction, Mayes could proceed with the criminal charges and AZ prediction markets may modify their offerings in response.
Top prediction markets in Arizona
All the Arizona prediction markets in this guide are registered with the US Commodity Futures Trading Commission (CFTC), making them legal to trade upon in AZ. Each operator has a clear upside compared to the others that people in Arizona may want to take advantage of.
- Polymarket: Best for generous trading limits
- Kalshi: Best for interest on balance
- FanDuel Predicts: Best for a low daily trade requirement.
- DKeX: Best for payment method variety
1. Polymarket US
People who use Polymarket in Arizona will find few if any limits on their positions, whereas DKeX and FanDuel Predicts impose hard caps on the dollar amount of traders’ combined or single contract holdings. My biggest criticism of Polymarket, though, is that it lacks the market depth that Kalshi offers in AZ.
Prominent markets for sports fans on Polymarket AZ include win totals and playoff qualification for the Arizona Diamondbacks and Phoenix Mercury. Similar markets for the Arizona Coyotes plus college teams like the Arizona Wildcats or Arizona State Sun Devils are available as well.

2. Kalshi
Kalshi is our top choice because it more consistently provides an ideal experience in more of the facets of prediction market trading to people in AZ than any other exchange on this list. That’s especially true in terms of paying users interest on the cash balances in their accounts, something that DKeX, FanDuel Predicts, and Polymarket don’t offer in Arizona.
However, fees can be more significant for Kalshi users in AZ than trading on DKeX, depending on the circumstances. Kalshi offers greater variety and consistent trading volumes on sports events that Arizonans will have an interest in, like Arizona Cardinals and Phoenix Suns games.

3. FanDuel
FanDuel Predicts offers new customers in Arizona $100 in Predicts Bonus when they trade at least $1 a day for five days. No promo code is needed. At the same time, some Arizonans may have less interest in FanDuel Predicts because, unlike Kalshi and Polymarket, FanDuel Predicts does not offer sports event contract trading in AZ.
FanDuel Predicts still offers plenty of markets with local relevance for people in Arizona, though, like contracts for weather events in Phoenix. Additionally, there is a great selection of markets related to AZ politics, like the Arizona Gov. Katie Hobbs’ reelection campaign in 2026.

4. DraftKings
DraftKings has built DKeX to represent a familiar product for people who have used its sportsbook in Arizona, and that is just as visible in terms of the variety of payment methods that DKeX accepts as any other aspect. The biggest drawback of DKeX, though, is that it also does not offer sports event contracts in AZ.
DKeX nonetheless has myriad offerings relevant for people in AZ, like contracts related to the 2026 races for Arizona’s nine US House districts. There are also culture markets for celebrities from Arizona, like the number of streams for Joe Jonas’ music.

How to trade prediction markets in Arizona
People in Arizona interested in seeing for themselves how prediction market trading differs from gambling like sports wagering can easily and quickly open an account on any of the exchanges listed in this guide. The six-step process of registration is similar to signing up for an online sportsbook in AZ.
- Pick an exchange: Make sure that the exchange you want to trade on is registered with the CFTC and accepts trades originating in AZ. Then compare it to other exchanges in terms of fees, market availability, and payment options.
- Verify your identity: CFTC regulations require potential traders to establish their identities by providing government-issued ID cards and other documents.
- Get your bonus: Many of the exchanges in this guide apply new user bonuses automatically, but you should still verify whether you need to enter a promo code upon registration.
- Put money in your account: Some exchanges will accept certain cryptocurrencies, but the most common funding methods are ACH payments and debit cards.
- Browse the available contracts: Using the app or website search function, look for markets connected to events that you are familiar with to make it easier to get comfortable with the trading process.
- Get your earnings: If your prediction is correct, you’ll get paid. You can withdraw those earnings through the app/website cashier using any of the available payment methods, though you should note that the processing time can vary depending on which method you choose.
Example: Trading on Arizona Cardinals futures
There are many ways to get into a position related to the Cardinals’ performance in the 2026-27 NFL season. One example is a market on which team will have the NFL’s worst regular-season record.
At the time of this writing, the “yes” side of that market trades at $0.33 on Kalshi. That is what each position will cost you.
If the Cardinals do win fewer games than every other NFL team during the 2026-27 regular season, each position will pay out $1. If another team wins fewer games than the Cardinals, each position pays out $0.
Therefore, if you got into the market at $0.33 and your prediction proved accurate, your profit on each position would be $0.67. Numerous factors can move the price on this market, and that could provide you with a clear reason to sell your contracts before the season actually ends.
For example, suppose the Cardinals endured an early-season rash of injuries. That might spur demand for contracts on the Cardinals finishing the regular season with the worst record, thus raising the price.
Should that price rise to $0.63, you might sell at that point and make $0.30 per position. While you do sacrifice some potential profit compared to what you could make if you waited the contract out, you’re also not risking getting zero return on your positions.
How fees work
Arizonans interested in Cardinals or Diamondbacks futures will find plenty of markets on AZ prediction markets, but exchanges also charge fees that vary by platform and by contract price. Check each platform’s fee schedule before you trade, since the rules aren’t the same everywhere.
Fees are typically highest on contracts trading near the middle of the price range and taper off toward the extremes. A contract priced near $0.50 reflects the most uncertainty, so exchanges charge more to facilitate that trade. A contract priced near $0.10 or $0.90 reflects a market that has largely made up its mind, so the fee is smaller.
That structure matters more than it looks. Fees are typically assessed as a small percentage of the contract’s price rather than a flat percentage of your total spend, so the profit margin they eat into shifts depending on where you’re trading. A contract at $0.10 has far more room to run if you’re right – a $0.90 payout on a winning $0.10 contract – but a small fee still claims a larger share of that bigger potential profit than the same fee would on a $0.60 contract with less room to climb.
Run your own numbers with DeFi Rate’s fee calculator before you trade, especially on lower-priced, longer-odds contracts where fees have the most room to cut into your upside.
Upcoming sports events to trade on in Arizona
As time passes, sports event contracts relevant to Arizona fans are price-sensitive to all kinds of developments relevant to the outcomes. Common examples of factors that can move prices include personnel moves, injuries, and performance.
The annual football game between Arizona and Arizona State universities is a great example of how drastically and quickly movement can occur. Should Arizona QB Noah Fifita suffer an injury during practice in the week leading up to that game, that would drastically decrease or increase contract prices.

AZ prediction markets vs. sports betting
Arizona is a state where you can choose to bet on sports with traditional sportsbooks or trade sports event contracts with prediction market exchanges. These are different experiences, and Arizonans are well-advised to note the substantial differences on five points.
- Cost: Sportsbooks make their money by building vig into the bets. Prediction markets make their money by charging fees.
- Flexibility: Compared to traditional sports bets, event contracts give users added options for moving in and out of positions early.
- Interest: Sportsbooks themselves are your “opponent” with traditional sports betting, whereas with prediction market trading, other exchange users take the opposite side of the contract you buy into.
- Movement: Changes in contract prices can be more drastic with prediction markets because demand for positions sets the price for contracts, whereas sportsbook operators set their lines based on their interests.
- Regulation: The Arizona Department of Gaming oversees sportsbooks in Arizona. The CFTC regulates prediction market exchanges.
Arizona is challenging the legality of sports event contracts in court, but for now, the biggest difference between trading those contracts and using a traditional sportsbook is the pricing model that each product uses.
What markets can you trade on in Arizona?
Although not all AZ prediction markets offer sports event contracts, Kalshi and Polymarket provide these types of markets at the time of this writing in AZ. All the exchanges listed on this page provide a full scope of contracts for other interests, too.
- Cryptocurrency: The offerings here include price targets for Bitcoin, Ethereum, and much more. The best platform for this category is FanDuel Predicts.
- Economics: There are markets for people who stay plugged into news about the Federal Reserve interest rate, quarterly jobs reports, Gross Domestic Product estimates, etc. The best platform for these contracts is Kalshi.
- Entertainment: In this genre, you’ll find markets on industry awards, box office returns, Rotten Tomatoes scores, and lots more. The best platform here is DKeX.
- Politics: National events or races closer to home in Arizona like the 2026 race for the governor’s mansion or Arizona’s US House races are good representatives of the contests available. The best platform choice for Arizonans here is Polymarket.
- Sports: Contracts pertaining to outcomes for the Cardinals, Coyotes, Diamondbacks, Mercury, Sun, Sun Devils, Wildcats include game results and futures. The best platform in this regard is Kalshi.
Arizona-specific rules for prediction markets
Arizonans have had access to legal sportsbooks for years, but that familiarity may produce some confusion around trading at prediction markets if you assume that the exchanges work the same way as sportsbooks. Several policies and regulations that pertain to prediction market exchanges are very different.
For example, Arizona law dictates that people need to be at least 21 to gamble, but CFTC rules allow for Arizonans to trade event contracts as young as 18 years of age. Additionally, Arizona law bans licensed gambling entities from offering action on elections, so you won’t find such wagers at any casinos or sportsbooks in AZ, while AZ prediction markets do provide politics contracts pending litigation.
ADOG regulations provide detailed procedures for how licensed gambling apps settle bets, but the CFTC gives prediction markets more flexibility in their settlement terms for contracts. That means Arizonans need to confirm settlement rules on each exchange that they use for the different types of contracts.
The biggest similarity between traditional gambling and event contract trading that people in AZ need to pay attention to is the tax treatment of earnings and winnings. In general, both are considered taxable income.
How Arizona works between products
Because the CFTC regulates prediction market exchanges according to federal law while the ADOG oversees sportsbooks according to state law, prediction market exchanges adhere to CFTC standards. That can mean significant differences in the user experience between various exchanges.
A strong example of these differences is that DKeX and FanDuel Predicts do not offer sports event contracts in AZ. Flutter CEO Peter Jackson explained the reasoning behind FanDuel Predicts’ policy on an earnings call: “We always said we wouldn’t do anything to damage our existing business.” DraftKings has taken the same approach with DKeX, keeping sports contracts out of states where it holds a sportsbook license.
At the same time, Kalshi and Polymarket do not carry that concern, so they have less to lose by offering sports event contracts. Arizona is unique for all of these platforms, though, because AZ officials are also challenging the legality of elections contracts.
To this point, all four of the exchanges listed here offer elections contracts in AZ, but that may change if litigation lifts the injunction preventing AZ Attorney General Kris Mayes from pursuing criminal charges related to elections wagering. An appeal of that injunction is currently in progress.
Prediction markets continue to evolve
Arizona is nationally relevant in the legal dispute over prediction market trading both in terms of the legality of event contracts and whether offering politics and sports contracts violates the state’s gambling laws. Similarly, other ongoing cases could affect the litigation in AZ.
Arizona is currently preparing its appeal of the injunction blocking its criminal case against Kalshi to the US Ninth Circuit Court of Appeals. If the Ninth Circuit overturns that injunction, AZ may become the first state to convict an exchange operator of illegal gambling.
That could motivate other state attorneys general to try to replicate Arizona’s approach. Meanwhile, the US Supreme Court could get involved in this matter, as New Jersey is also seeking Supreme Court review of a similar injunction.
A decision from the US Supreme Court would guide the actions of the Ninth Circuit and other courts in litigation related to prediction market trading. How all of these court cases play out will shape the future of prediction markets in AZ.

Things to know before you trade in Arizona
Event contract trading involves risks but is different from traditional forms of gambling. Arizonans need to keep a few things in mind.
- Arizona is contesting elections and sports event contracts: There is ongoing litigation over the legality of prediction market exchanges offering contracts connected to political and sports outcomes in Arizona.
- Event contract trading is not sports wagering: Volume in markets can make a massive difference in pricing, and contracts are peer-to-peer rather than against the house.
- Exchanges set their own rules on many aspects of trading: Users need to confirm contract access in Arizona, settlement procedures, and fees before trading.
- Many AZ prediction markets do not offer sports event contracts: Operators like DraftKings and FanDuel do not offer sports event contracts in AZ to protect their gambling licenses.
- Exiting early requires a buyer: There’s no house on the other side, so getting out before settlement depends on another trader wanting your position.
Availability data verified weekly. Operator footprints reflect platform terms — sports-specific markets on some operators may have additional state-level restrictions.
FAQ
Yes, at the time of this writing. Arizona officials are challenging the legality of political and sports event contracts in the state, with that case currently on appeal to the US Ninth Circuit Court of Appeals.
Our #1 ranked pick is Kalshi due to its competitive fees, interest on cash balances, reliable market volume, and tremendous contract variety.
Yes, at this time and on the exchanges that offer contracts of that nature. A favorable ruling for Arizona in court could compromise access to sports event contracts and not all AZ prediction markets offer sports contracts.
Traders should check the rules of each contract for settlement procedures before buying in, but in general, exchanges use publicly available information like verified news reports, direct statements from people relevant for the market, and certified statistics.
Event contract trading and sports wagers both allow people interested in sports to put money down on their beliefs about events, but that’s where the similarities end. Event contracts are priced according to market sentiment about the event in question and contracts are traded peer-to-peer. Sports bets, on the other hand, are priced according to the book’s line and bets are against the house.
CFTC rules allow for people to trade event contracts as young as 18 years old, so that is the minimum age for most prediction market exchanges.
The time it takes to process withdrawals varies on several factors including the payment method chosen for the withdrawal and the status of a user’s account. In most cases, funds are disbursed anywhere from a few hours to a few days after traders make withdrawal requests. Traders should also note that financial institutions make their own policies about when those funds are actually available for use.
